The Oregon Department of Transportation (ODOT), a long-standing client of JLA, needed expert facilitation for a high-profile public policy issue. ODOT asked us to lead a high-level group of ODOT officials, statewide leaders and elected officials through an 18-month process to develop a set of recommendations to the Oregon Transportation Commission to revise and update the Oregon Transportation Plan. JLA provided facilitation for this important policy development process.
Washington County Transportation Plan UpdateWashington County, Oregon

Washington County requested our services to help resolve committee disagreements and overcome a stalemate that was blocking progress on the Washington County Transportation Plan update. JLA provided a quick case assessment and developed a strategy for reaching committee agreement on recommended updates to the transportation plan. JLA then led a citizen’s advisory committee through a conflict resolution process, successfully moving the process forward through a series of facilitated meetings, resulting in a committee report that was later adopted by the county.
Vancouver Lake Watershed Partnership and Steering CommitteeClark County, Washington

JLA facilitated a task force comprised of directors and/or program heads of a dozen local, state and federal agencies, as well as leaders of a number of neighborhood, civic, recreational, and environmental groups charged with identifying goals and developing a plan to achieve the vision for the long term future of the Vancouver Lake Watershed. The project also included facilitation of the Steering Committee, comprised of the project’s managing partners: the directors of the Port of Vancouver, Clark County Public Works, City of Vancouver Public Works, Vancouver Clark Parks and Recreation, and the Fruit Valley Neighborhood Association.
