photo Vaughn has 23 years of experience with public decision-making processes, including service with the USDA—Natural Resources Conservation Service as an inter-disciplinary planning team leader and as a private consultant. He has a broad background in advancing meaningful community participation on a wide array of planning, design and construction projects in Oregon, Washington, Arizona and Colorado. He has designed and implemented numerous successful strategic public outreach and engagement plans for surface and storm water, parks planning, water supply, natural resource protection, land use and transportation projects. Vaughn has effectively employed his strong facilitation and mediation skills to resolve disputes and achieve consensus on projects involving local and state agencies, vocal advocacy groups, and diverse communities. Vaughn holds a Bachelors degree in Social Science Education and a Master’s Degree in Natural Resource Economics—both from Colorado State University.
